5. The Scale of Salaries for Chinese University-trained Teachers
should be as in Appendix. I.
6. Trained Anglo-Chinese and Vernacular Masters
The Scale of Salaries for Traineu Anglo-Chinese and Vernacular Masters should be 900 to $3000 per annum, by increments of one of $ 84, one of $168, and 22 of $ 84.
7. Trained Anglo-Chinese and Vernacular Mistresses
The Scale of Salaries for Traineu Anglo-Chinese and Vernacular Mistresses should be $ 720 to $1800 per annum, by Increments of 45 annually.
8. Uncertificated Anglo-Chinese and Vernacular Teachers.
The employment or appointment in future of Uncertificated Teachers should be sanctioned only when found necessary on account of shortage of Trained Teachers in the necessary sym- pathy with the spirit and practice of the School.
To such Teachers the Scales of Salaries given in NN. 6 and 7 would not apply. They should be fixed by the School Authorities subject to the Approval of the Director of Education.
9. Religious Teachers.
All Teachers, whether Religious or Secular, should be subject to similar conditions of qualification and of service in all essential matters, anu should be entitled to similar emoluments from Government, except where the contrary is expressly stated in the Coue.
Owing to the variety of Nationality and Race of Teachers in Hong Kong, and the consequent aifficulty of assessing each Teacher's Salary, it should be allowed to, but in no way made obligatory on, the Authorities of any School ( Religious or- Secular), if they so wish, to come to an arrangement with the Director of Education whereby the Teaching Staff of such School would, for Grant Purposes, be regarded as a homogeneous unit irrespective of race or nationality.
Unless there be a satisfactory reasn to the contrary, The Staffs of all schools should consist of at least 50% of local and/or locally trained Teachers. A satisfactory reason to the contrary would be, in, the case of a Religious or Missionary School, that there were available better-qualified Teachers belonging to the same Creed or Bouy.
This Regulation should be brought into force gradually according as a sufficient supply of local and/or locally trained Teachers bea becomes available.
No Head of any School should ever be obliged, in virtue of this Regulation, to engage a Teacher who is not considered to be in sufficient sympathy with the Spirit and Practice of the School.
10. Charge Allowance
Teachers who are Heaus of Schools should be permitted to receive a Charge Allowance on the same basis as in the case of similar Teachers in Government Schools, should the School Authorities so decide.
11. Part-Time Teachers
The Payment of Part-Time Teachers should be in proportion to hours of employment.
